If Kowalski is a secret wizard, these issues all apparate.

With so many drastic changes already in place fantastic beasts, the franchise could also reestablish the grip Muggles have on magic, which would likely cause more controversy with fans. However, making Kowalski a wizard, or giving him a secret connection to the wizarding world, would solve a lot of problems. Harry Potter problems.
